Quran 27:48

وَكَانَ فِى ٱلْمَدِينَةِ تِسْعَةُ رَهْطٍۢ يُفْسِدُونَ فِى ٱلْأَرْضِ وَلَا يُصْلِحُونَ

And there were in the city nine family heads causing corruption in the land and not amending [its affairs].
